The Office of the United States Trade Representative (USTR) has published its 2025 Notorious Markets for Counterfeiting and Piracy.
This annual list identifies streaming websites and services tied to piracy and counterfeiting activities around the world.

With the FIFA World Cup arriving in North America this summer, the 2025 report puts a special focus on live sports broadcast piracy.
Ambassador Jamieson Greer noted that the U.S. is “particularly attuned” to counterfeit merchandise and illicit sports streaming ahead of the tournament.
The report highlights the difficulty of stopping pirate operators, who can register new domains, rebrand, or switch hosting providers almost overnight. The USTR describes this cycle as a “whack-a-mole” problem that drains enforcement resources.
Many platforms from last year’s report return in 2025. Torrent sites like The Pirate Bay, 1337X, RuTracker, and YTS.mx remain fixtures, having appeared on these lists for over a decade.
File-hosting services such as Krakenfiles, Rapidgator, and 1fichier also retain their spots. IPTV services including MagisTV and GenIPTV are back as well, which should concern cord-cutters who rely on unverified providers.

Several newcomers earned a spot this year. MegaCloud, the rebranded successor to 2embed, reportedly powers over 260 streaming sites and draws 600 million monthly visitors.
MyFlixerz, built on that same backend infrastructure, also made the list. Fire Video Player and MIG Flash round out the new additions for piracy-enabling tools and devices.

Notable removals include TorrentGalaxy, which went offline last year, and NSW2U, the Nintendo Switch piracy hub whose domains were seized by the FBI and Dutch authorities.

The USTR acknowledges that current U.S. law does not support no-fault site-blocking measures. Countries like Italy and Spain have adopted expedited blocking powers, but those carry overblocking risks.
For now, the U.S. relies on temporary restraining orders and preliminary injunctions to stop infringing activity. However, the report suggests legislative updates may be needed to address live broadcast piracy, where a traditional takedown process simply cannot keep pace with a 90-minute match.
The report also references last year’s Streameast takedown, where 80 domain names were seized from a network that attracted 1.6 billion annual visits. History suggests more seizure campaigns are likely this summer around the World Cup.
The USTR’s 2025 report confirms that sports streaming piracy is a top enforcement priority for the U.S. government. Cord-cutters who depend on unverified IPTV services should pay close attention to these developments.

Millions of dollars are poured into anti-piracy enforcement every year, yet many of the same names keep showing up on these reports. The Pirate Bay has been listed for over a decade, and shutting down one site only leads to ten more taking its place.
At some point, the industry has to ask whether making content more accessible and affordable for the average household would solve what enforcement clearly cannot.
